Not collectively obviously, but individually, guns are God complexes, both physically and in how they make the user feel.

Guns can be overpowered by other guns though.. So there wouldn't be a group, just a war...

I guess i'm looking at this too deeply.

On a basic level I would say the UN.

If I were to take a guess and look at the conspiracy side of things, I'd say the FBI, CIA, MI5, and MI6. I know the FBI and CIA are very controlling and powerful group of people. I am just assuming the MI5 and MI6 can be as well. All in all, I think either NATO or the United Nations would be the real world leader and controller.
