Im planing on bying a Asus HTX TITAN but dont know how much power it needs. Is Cooler Master 650w power supply enough?

If you were looking at a $300 graphics card, I'd say don't worry about it, but this is a $1000 card and you NEED to have a reliable, quality unit for it and the GX 650 is not that. I strongly suggest upgrading to one of these:

A reseller. And the price is higher than Rosewills PSUs on Newegg, but i dont know
I saw LinusTechTips running it witha 550w PSU... so i think it could run it good.

Even so, if you've got the money to spend on a titan, I don't think ~80 USD is much for a power supply that isn't going to fail.

Higher price =/= higher quality. And 550w is fine because the rest of your parts are unlikely to use as much power as the rigs that are usually used to test graphics cards, but a 650w is ideal for running the card overclocked for the sake of efficiency.
Also, I suggest reconsidering the Titan and making your PC more balanced. If you're using one 1080p monitor at 60 Hz, there's no need for a Titan and you'd be much better-off with a 7950, 670, or 7970.
