According to this tweet from Xbox Support the fee for re-installing games is false.

Thank god that put me right off buying the console i hope it will also be backwards compatible aswell or have they confirmed it is not?

Wired was wrong. Ok then, now only the look, the name, and the controller of the Xbox One suck.
