I know how to "design" a web concept in photoshop, but i don't know how to add code to it so i can publish it, can anyone give me some pointers?

Websites are structured around html and styled through css, So you should look into learning these languages. They are relatively straight forward and there are plenty of guides online:

This guy right here, and just a tip.. When I'm writing the concept for my site I normally start with the background and move to the header and work my way around the website. Don't worry about the actual content just focus on the design of it all. Another thing that helps is that if you got the bank pick yourself up a copy of Dreamweaver.. It can make the world of difference. One last thing is that plenty of beginners ignore the fact that there website will be displayed on different resolution screens, make sure you can zoom in and out with out distorting the site, also if you have access test it on a mobile device.
