Help would a vpn work to use Internet any where with out my phone data being wasted

Unfortunately, no. Unless you're using wifi, there is no way to get around the carrier data limit. All data goes through the carrier, so they know how much data you're using

Get a better data plan or pay for the speed instead.

The only way to not use your data is to be connected to a wifi connection.
Either pay for your data or only use your phone when you have wifi.

You can only do that when you're at home, and when you're at home, you'll most likely be reluctant to use your phone over a laptop or PC...
