Your "Freind" in skype just tried to rat your computer (Remote Administration Tool)I would recommend you download it if you want them to see everything you are doing on your computer, opening any website, turn on and off your computer, look through your camera, and download anything they want on your computer. If not then don't download it.

Well it really depends, if it is titled "UBER MW2 HACKS", then it is most likely a virus.
But if it is a computer networking tool, it could possibly be clean but show up as a virus to an anti-virus software.

Looks like a RAT, not sure. I would not download it, if you did then remove it and clean up your PC.

Variant 32 trojan, it will install to your computer then install a program which makes it undetectable to virus software, you have to install a tool to get rid of it
