If I did download a custom .dll file for xp would I need a new custom default.xex file as well??

All the files should be included in the folder. Just make sure you delete the default_mp.xex you currently have in your mw2 and insert it into your mw2 folder, because it is a tu7 menu, it's kinda glitchy
