Dell. There's your problem. Also if you can't run BO2 without lag spikes. It won't be the GPU. Well it should. Unless you have frame rate drops. Go in a private match run around for 5-10 minutes. See if it happens. If it does then you know it's the GPU. If it doesn't it's your internet. You probably shouldn't have a Dell either. There terrible.

what type of processor do you have? if you have anything under a quad than it will probably lag

its a CPU bottleneck.. although the GPU isnt too good at all even a little bit
