Budget = Roughly 300-350

i want it to run games such as skyrim , minecraft on ultra settings and cod also i want it to include monitor ( Basic monitor will do not for gaming )

You will need around 500GBP to run games like skyrim on max settings

its around 70 pounds for a monitor alone, that would leave you with 280 which would allow you to play minecraft of low-medium settings im afraid, save up more money!
