Baasicly I pre ordered bf4 and it say it come with premium expansion pack does this mean I still get China uprising

All pre-orders come with this expansion like BF3 came with Back To Karkand (Whatever it is).

If BF4 gets premium i would expect it to be announced/released in early 2014.

As you pre-ordered the BF4 with it then i would expect it to come with the expansion but you may have to check with the retailer.
