Most likely you will be able to buy a mic separately but it is a very bad idea to not come with the X1.

According to a news post on this website, Microsoft is developing an adaptor for the Xbox One controllers so you can use your Xbox 360 headsets on Xbox One. Their source is the Xbox Support twitter feed. I'd say even if it is a mistake not including it, the Xbox Cmmunity is well known to have mics across the Service and it will continue, wether they make an adaptor or not.

It depends on how well the Xbox One Kinect microphone works. If it works well we will be seeing even more gamers using a Microphone while playing yet if it doesn't work as planned then we will see the opposite
