I just got my laptop about 2 weeks ago and every once in a while the CPU load will go to 100% on all 8 of my cores on my Laptop... The Laptop is an HP Envy 17 3070NR

Perfectly normal, When an application requires more performance your computer supplies it.For example if your watching a movie on your pc it doesn't put much
stress on the CPU, otherwise if you are gaming it is under more stress.

CPU spikes shouldn't be too much to worry about. Try using resource manager to find out what's causing it.

Yes, CPU spikes are normal I know.. But my all 4 cores of my i7 shouldn't be running at 100% from watching a DVD.. I've just restored Windows 7 and it's still doing the same thing.. And when the CPU load is at 100%, it stays there until I power off my laptop and restart it.. It's getting really annoying..

As CCD said, use resource manager to find the cause of the spikes, then continue on from there.

This isn't just any core. This is an i7. 100% on an i7 indicates something is wrong with your system.

. Its normal for almost any processor. I have an i7-2630QM in my Laptop and it spikes every now and again even when completely idle, and my Surface has an i5-3317U and that spikes every now and again.

Just because its an i7 doesn't mean anythings wrong, it could even be the CPU idle process doing something odd.
