If I have $10 on my iTunes then I want to buy gems can I buy them with my $5 and it will take away my $5. I am just wandering still new. Basically if I have 5$ and buy 5$ worth of gems it won't charge me on my credit card it will just take away the 5$.

If you have ten dollars on your itunes, you can purchase them and it won't charge your credit card unless you don't have enough to pay for the gems.
