I downloaded some type of file that required me to restart my computer and now my computer turns on and says lenovo then turns off and it keeps doing it in a continuing cycle.

Im guessing your using a Laptop?

Unplug Charger
Take out battery
Hold the power button for 30 seconds
Put the battery back in
Plug in the charger
Turn on

Also check the heatsink/fan for dust. This will cause your laptop to overheat.
