I have dlc from my old xbl acc on a flash drive, can I move it to my new xbl account? I have horizon if that helps. just need to know how.

yep,they are both on the same hardrive I just bought the dlc with a different account

As long as the account that purchased the DLC is on the same hard drive with the another account you want to use it on then you should be able to use.

Its a few carpacks and when Im on forza it says those cars arent unlocked :/ thanks for the replys guys (:

More than likely you're gonna have to license transfer the content to your new account.
