No official Jailbreak for 4.46 at the moment.
To host lobbies you download the CFG files put them and a USB drive and you then need to be infected through someone else to be able to execute these files.

You need to downgrade your ps3 down to 3.55 ( using an E3 flasher but I don't recommend doing it yourself) also for challenge lobby you need to bit the cfg on the sub and get infected by some one online.
CFW = Custom FirmWare
