a pc or laptop that will run minecraft at 400-500 fps

Maybe $1500 with top of the line gear on a custom built pc. Now if you mean 40-50 FPS, maybe 600-700 buying some pc from best buy.

at the moment i have got a 500 laptop the highest it has been is 345 fps

You won't notice above 200 so why do you want 400+?

You definitely don't need a really high end pc just for minecraft. Install optifine and adjust the settings until you can play comfortably.

he might want to play FTB or other mods which can be very demanding.
