The EXP Lobbies you're probably thinking of don't exist. In order to gain EXP on this game from modding is by uploading your .gpd or have someone recover your account, and use a Modding Program to mod the 10,000 EXP (which is the max)

There are no XP lobbies on Halo 4, if anyone tells you there are, its a scam

you can mod the 10.000xp your self easily
