Is there an available "Software Update" when your phone is in plugged into iTunes?

You'll have to find iOS 7 Beta 4, then you'll have to restore your phone to iOS 6.1.3 (or latest update before iOS 7) then update your device through iTunes to the new iOS 7 beta 4.
I'm not sure if there are any other ways you can do this; this is the way I did it.

Either way you are going to have to restore your phone to 6.1.3, if you are unsure as to how to do that go to Apple's support page about restoring your phone located: [ Register or Signin to view external links. ]
This can at least get your phone operational again, however you will lose all of your contacts, pictures, and other miscellaneous things on your phone (You will not lose app store purchases).
