Free Hosting (like 000webhosting) are completely garage and your site will suffer. Especially, if you are looking to add a forum board on there. You will get MySQL errors for days!! So do not do it.

Recommendation: Pay around $5 - $10 bucks for hosting per month. (Just google monthly hosting). I used 1and1.com and i had no complaints. If the host is under $5 then it's mostly a reseller hosting company which is not recommendated!!! So $10 a month is the normal prices for new sites.

Good Advice: Websites aren't cheap. Any "start" ups aren't cheap. That's like saying where can i find a cheap place to start up my Pizza Place. The only options that you're going to get are in bad neighborhoods. Same with hosting. Therefore you will have to kick out plenty of MONEY for the first few months until your site gets a "purpose."

Domains: All domains are going to cost around $10 for One Year. That's just how it goes. I used godaddy.com and no complaints. However, if you do a hosting plan for $20 or so then you might be able to get a free domain with that.

Good Advice: Purchase the Private Registration Plan (if they have one). This will prevent people from accessing your personal info like Name, Address, Number, etc...
