I am running all the clocks at stock, on Windows 7 Home Premium, and whenever I run Far Cry 3, Battlefield 3, Skyrim, pretty much the majority of my games will run steady and suddenly get a fps drop and then go back to normal, this happens over and over and I don't have a clue what is happening. This fps drop happens on any setting that I play games on, the only games I haven't seen it happen on is Counter Strike Source, and GTA4.. Which is weird considering GTA4 is badly ported..
I have tried doing Virus scans but there is no viruses at all, any suggestions on what to do?
The Build:
CPU: AMD 6300 (at stock clocks)
MOBO: ASUS M5A 78L-M USB3
RAM: 8GB RAM 1333MHz
GPU: EVGA 650Ti Boost 2GB Superclocked
OS: Windows 7 Home Premium 64-Bit
PSU: 450W (Don't have a clue what brand etc, but it works fine I think anyway, else they wouldn't of sold it to me pre-built)
I can't really refund or tell them to have a look at it, as I've changed the graphics card from a 7750, but I don't really think the upgrade would of effected anything.

Like Dr_Vimto said, make sure all your drivers are up to date.
If that doesn't work, try using the Razer Gamebooster.
It helps me when i run demanding games.
If all that fails, try lowering your in game graphics settings.

This has happened to me as well. Like the others said, you need to update you drivers. But, you also need to uninstall them from Windows first.
Navigate to Device Manager ----> Display adapters ----> GeForce GTX 650Ti. Right click "Properties" ----> "Drivers" and at the very bottom it should say "Uninstall (advanced)" or something similar. Uninstall it and go back to Nvidia's site and download the drivers.

Another reason could be caused by a unstable build, or poor quality cpu. can you give a more detailed list or your pc parts

yes but with a poor quality psu the amount of power going to the cpu can suddenly drop then go back to normal.

I'd be surprised if a drop in FPS was due to the power supply as if it wasn't supply enough power it just wouldn't work at all, or it would hang the system.
You might try using GeForce Experience to optimise the games to run better on your system. It will automatically find and install the latest driver for the card and see what settings would work the best for the games you have.

Sorry for the late reply, but all the drivers have been updated and I have tried multiple of different drivers. I've googled around about this and people are saying its temperatures, but they aren't because my temps don't go over 80 in full load, and when not in full load its 20/30. I've tried using the EVGA software and the GeForce Experience to optimize settings to change it around but nothing has happened. This has nothing to do with the settings I have in games because no matter the settings the games lag, and my build can obviously run the games I had listed.
