1. Have lots of videos.
2. Get a small audiance.
3. Have a small budget to help promote you YouTube Channel.
4. Have at least some decent content to watch on you're channel.
5. Be organized.
6. Gather some friends together or find some new ones that like making the same type of videos.
7. Help each other out and then eventually you'll start you see you're own channel grow within the 30 day grace period.
8. Start cranking out a lot more uploads.
9. Once you have reached a certain goal in you're YouTube career have a contest or give away to give back to your subscribers and show them how much you love their support.
10. Start making sure your content is top notch compare it to other "bigger" YouTubers.
11. Repeat some steps to obtain full potential and be sure to have lots of fun .

Also after you get a least 400 subscribers I would make a twitter and facebook page for your fans so they can stay up to date with your statu's and when your next upload will be and such.
