Is there anyway of modding forza horizon without having diamond in the horizon modding tool?

No, the tool in Horizon is for Diamond members only, there is no workaround, no cracks or anything else. Support the dev's hard work and purchase it, it costs very little.

There are alternative tools out there however, none come close to Horizon's though.

you can download a game save from ttg and change the profile id over
