What do you mean by built in live streaming? Like even if my internet is bad I can livestream on twitch?
To reach a good quality on twitch you would need good internet. But you can probably stream at 360 or 480p.
Say I were to stream Black Ops 2, it doesn't let me stream now because it says my internet is to slow but if I were to buy the Elgato would I just be able to stream from that?

Yes, there is a direct option to live stream straight from the Elgato Gamecapture HD software. In that option it gives you a scale of how much of your upload speed you want to dedicate to streaming I think. With the lowest being 0.50mbps and that would have 360p quality. So pretty much you'd have a connection just to get by with 360p.

I have a Hauppauge HD PVR, i still believe it is better than a elgato. (I've used both.)
