Possibly but highly unlikely because the graphics card alone requires 500w, everything all together would need around 1000w's so I went with the 1200w just to be safe.

600w would be plenty.
500W (or greater) power supply with one 150W 8-pin PCI Express power connector and one 75W 6-pin PCI Express power connector recommended.7

Even at that, 700-800W would be fine, also giving room to overclock. 1200w will only ever be needed, in my opinion, in Tri SLI/Crossfire builds.
A 2-way 7970 3GB Edition in CrossfireX has been mentioned between me and him, so once again I'm playing it safe with the 1200w.

I am building this for a friend and as of now he want's just a AMD Radeon HD 7970 3GB Edition, but we have spoken about a 2-way 7970 setup in the future. A 750w could not handle a 2-way 7970 setup w/ overclocking.

An 800-850w supply will be all he needs for that then, 1200 is for Tri builds more than anything.
