So my account was banned for 2 weeks and I was wondering if there was any way that I could use or play downloaded content on a different accoun

As long as you have the account with all the content licensed to the xbox you should be able to use the content on all accounts on your xbox.

I think they're used to be a way but then it got patched :/

I got banned for 2 weeks once, 5 hours later made a new account
and got friends to get me 1month codes, but as of now my account is banned
till 12/31/9999. Yours is 2 weeks i suggest wait it out.
As for me i'm gonna need a time machine cause that will be a very long waiting time
