When i make a Online PSN Account it says

The Maximum Online Accounts has been reached on this system Please Use an Existing Account

Is there anyway for me to make Another PSN account without creating it on someone elses PS3?

Yeah ;) go to qriocity.com and you can create psn accounts from there. It's basically the website for psn.

Deactivate and then delete the accounts you don't want/get on and then try again. Make sure you do it CORRECTLY. Also, I think you can just go to the Sony website and make a account on there.

Make an account on psn website then hit Crete existing account,i pretty sure that works.

just deactivate some of the accounts on your current console and then make a new account
