Adjust power limit to +%20. Not enough power to the GPU causes throttling after overclocking although I don't know why your tdp would change over time.
I'm am having similar issues with some games.
It can max BF3 out and most of the time it's above 60fps, GPU usage etc. checks out, but with TF2 and some other games it dips below 30fps. When I check the GPU usage and clock megahertz they are fluctuating up and down. Is there specific drivers I need to download or are these games just poorly optimized?
My drivers are all up to date even my mouse ! So that why I'm wondering..
lol, yeh you better keep that mouse updated.
But do what I said and tell me if that works. If it doesn't it may just be done. Still curious as to why I'm having my problems though.
I'm on it atm but I'm not sure about this since I haven't done the overclocked by myself
Adjusting power limit is harmless it just allows the card to use more wattage if it needs to.
I cannot modify it it's like dark so I can't touch it
That's a shame, your card must be locked maybe because it was factory overclocked.
I don't have any other ideas, maybe if you still have the manufactures warranty they might be able to help.

Ohh no I don't have it lot it's a old Geforce GTS 250 but if I change the % of my fan speed , will it help me or I'm going to damage my fan?

I have the same problem usually I play minecraft in about 120fps but when I put fraps on I only have 30fps...
