What I got from it is that you can't post select clips but if your doing it in a let's play style it's fine. They don't want people going and just posting the ending basically so it doesn't spoil it for people.

If you are doing 30-1 hour game play videos you're fine. You can upload those, for a lot of YouTube video makers it's their income and Take2 are not stopping you from doing "Let's plays" and people who watch them know what they are getting into as the video is so long. It's to stop people uploading cut scenes like "MUST WATCH" > Watch it > Game is spoiled for you as you know the ending or a big twist in the plot.

What I have been talking to friends on skype and they're all saying that "If it happens LIVE then it doesn't matter as long as I don't post highlights on twitch"

Rockstar do not want people to spoil the game for others, so say you wanted to upload the ending of the game. You couldn't it would be removed, Now if you played through in entire game in a livestream or a "Lets Play" Fashion you would be able to upload it because its essentially a playthrough of the game.

They also said in the link you provided that they don't want people to upload footage from the TV Shows or Comedy Clubs in the game and here's the quote
"We prefer fans to experience these in the context of the games world, so any posting of these in isolation will be flagged for removal."

And finally they said that they do have the right to basically remove anything video they like.

So Basically Record and livestream after release, Do Playthrough and long livestreams and don't go to comedy clubs or watch TV Shows and you SHOULD be fine. Hope this helps
