If you go up to a cop(s) that are just standing there and stand infront of them, after approx 5-10 seconds they arrest you?

What happened with me: I was watching the Police Deal with some men in the doorway of a shop and went up to watch and they arrested me? I then ended up at the Police Station did the same thing to the cops outside the police station and was arrested again?

I mean what the hell? I was arrested for looking at the police? I lost all my ammo and $600 in total. *EDIT* And also my wheels ):

I really don't understand why this has been put in the game.
