Which of these is the best for gaming on all games with high settings. Or just which is the best value in general.

7950 is a very good GPU. 4170 isn't a bad CPU. I wish they were less vague about the RAM. For all you know it could be 400Mhz or something.

Other then that I'd say #3. Out of all of them even though it's the most, It's the best of them.

You should really build one though, people here can find you a way better deal. You can look up tutorials and you'll save money, while getting a better deal.
