I believe it's called a color splash effect. There are a few videos on youtube.
But for this one in particular the artist may have masked the person out, seeing the background is blurred a bit, and he is not. Or they used the blur tool... But looking at the edges of the person I would say he was cut out.

Quite simple actually. Take a color image, Select around the player then cut to new layer, then on the other layer use a grayscale gmap
