ok so i downloaded target manager and debugger and when i click it it says it is a rar so i go to install it and it makes me restart my computer and when i go back to it its still the same icon and wants me to do it again and i have been trying stuff for the past week and i have gotten nowhere so can anyone help please

ya and every-time it finishes it says you must restart your computer and i do and when i started it back up it just does the same thing over and over again

do not restart your computer and you must uninstall the one you installed before.
