If you are reading this you have either experienced one of the recent - or not so recent - issues with the cloud servers or you are intrigued by the title of this topic.
At this current moment in time there is a large issue that is affecting many players of Grand Theft Auto V Online. This could be that people are losing characters, ranks, items, money, properties and so on and so forth. Here is what Rockstar have specifically said about this issue:
"Question: My online character, rank, items, apartments, and/or cash are suddenly missing. How can I get them back?
Answer: We have received reports from some players who experienced losing characters, progress, items, and/or in-game cash during the first few days after release. We are working diligently to identify and correct the causes for these losses, as well as to establish how best to restore any lost progress and value. If you would like to receive an automatic email notification as soon as there is more information about this, please log into the Support Site and click Subscribe at the top of this page. You do not need to do anything else, and you can continue playing in the meantime.
Note: When the Rockstar Cloud Services are unavailable, you are given the option to still play online on disc-based content (rather than R* Cloud content). You are asked to confirm before entering Multiplayer whether you would like to play on a temporary character, without the ability to save. If you confirm this option, please note that none of your old characters will be available for that play session, and the temporary character you create will not be saved. If you want to make sure the characters you create are saved, you should not proceed into GTA Online when the R* Cloud Servers are unavailable. Even if the services come back up while you are playing on a temporary character, that temporary character will not save -- you would need to return to Single Player and re-enter GTA Online to load your non-temporary characters and resume playing with the ability to save progress.
Note: When exiting GTA Online, please pause the game and choose to return to Single Player. This will trigger a save and ensure that progress since the last auto-save is recorded. If you purchase items and immediately power the console off or exit through console system menus, those items may not be saved."

On browsing the forums and trying to find a solution to get my character back - yes, I am like you and have lost a character or something in game - I have came across a solution that may work for you but it also, may not.
Possible Solution by Foxs
"1. Keep dash boarding and reloading the game backup.
2. Delete the update and re-download it.
NOTE: DO NOT RE-SAVE YOUR NEW CHARACTER ON THE SAME SLOT AS YOUR MAIN IF YOU WANT THE CHANCE OF GETTING IT BACK.
This method is around 70% chance of working. There is no guarantee it will work straight away, try doing it a few times or wait till tomorrow."
A more in depth solution by OneDirection
"1. Go to System Settings
2. Storage
3. Click where you installed GTAV to.
4. Games and Apps
5. Then find GTAV
6. Delete the 'Title Update' file.
7. Launch the game.
8. It will ask you to update the game.
9. Once you do that proceed to Online.
Then you should have your stats and other things back."
If you have no success in doing the method shown twice in this post then wait a while. Do not blame Rockstar for being "worse that EA". Rockstar are perfectionists and what has happened with online they never expected to happen. There is no guarantee that you will get everything back nor is there a guarantee to the servers being perfect by tomorrow. All you have to do is be patient. Wait it out if you are mad, don't take to the forums in a blind rage and make topics stating that you are outraged as I can assure you that you are not alone in that. Everything will be fixed, just remember that, it is only a matter of time.

Congrats! I have tried the method now 15 times and tried a new one and it brought back my level 2 character. Looks like I am back to the beginning!
