Yes but you will get major texture pop-ins and other unexpected errors. The game is made to read disc 1 off the HDD and disc 2 to read off the disc so it can load properly. If you have 9 GB or above USB you could save disc 2 to that and it will work fine no problems. I have put in over 130 hours, 100%, 1 day of GTAO and problems do not occur at all.
