Allright so i tested it and it worked 4 times then stopped, it seems inconsistent, so just do it the normal way it works 100%

I bought the Bati, upgraded the engine/armor, sold it once and the value went down. I tried getting the cops on me, having them kill me and stealing back my vehicle from the impound and I still can't sell because "they don't need any vehicles right now."

If it affects anything, I did call my mechanic and have my bike delivered after stealing it back from the impound (bc I took a cop car to get away from the pigs). Do you have any other suggestions to fix this "we don't need any vehicles right now" thing?

EDIT: Ok so I came back the next day and it's working fine. I haven't upgraded my bike at all since yesterday so maybe that's what made it stop working. Also, I've noticed that sometimes my bike will sell for less, but even if I keep doing it the price will eventually go back to the normal price, it fluctuates randomly. I've only made about $100k because my bike only sells for $4k and I'm afraid upgrading it any more will ruin the glitch.

EDIT EDIT: The loss in selling value seems to come from damaging your vehicle before you enter LS customs. As long as you drive it there without hitting anything the sell value will return to the max.
