I have also thought of that but I don't think it's true, they can't ban because someone is level 100+, it's their on fault that the glitch was possible.

true it5 was their own fault that the game was exploitable, but you know those terms of service EVERYONE agreed to when you first played GTAO, well if you took the time to read them threes a whole section on bug abuse and exploitation.
Having the glitch happen to you by mistake is acceptable BUT then abusing that glitch OR exploiting a weakness in the game for personal gain repeatedly as a lot of people did IS against the TOS and therefore could get you banned.

See what blizzard (WoW or D3) or Guild Wars does to the ones exploiting game mechanics
