A 12xxx rebooter does NOT currently exist, and this is not the place I expect to see it materialize. However, I would assume that, if multinational corporations with huge legislative backings and anti-piracy teams are unable to prevent their games from spreading like HIV on hacking websites, when/if a rebooter is developed, it will be available publicly very shortly. The only piece of software I can cite personally as have witnessed remain proprietary is Unknown's memedit kv swapping XEX, and this was because it was CPU KEY encrypted and nobody was enterprising enough to reverse engineer the XEX and allow substitution of CPU KEYS.

Two human traits I like to depend on are Greed and Pride. Greed is significant in that eventually, if there is money to be made in something, someone here will attempt to sell it. Since this person more often than not played no role in the development of the software, the actual developers inevitably become angry and release the product for free. Hooray!

I wouldn't put it that way. If the dashes are relatively similar in structure and filesystem, a simple hack job to ibuild could theoretically produce "working" images (with a little elbow grease in porting the patches, which unknown could easily do) - which I suspect is exactly what cheater is planning to do (and profit GREATLY from).
