Does anyone know the locations of Sultans? Or any good methods to get them to spawn more frequently? Thanks!

I found mine just going down the highway but a good location for them is Beeker's Garage in Paleto Bay. My method was to drive a sports car,therefore sports cars spawn. Good Luck
