I have the the apartment near the beach and I have it full of vehicles which all have a tracker and insurance. If I buy a new apartment with a bigger garage will I lose my vehicles or will they be imported to my new apartment's garage?

It will transfer over and the money that you put into the old garage will discount your new garage/apartment

No, you wont lose your cars. They'll be imported to your new garage.
