You buy it online and then call Pegasus to arrange a pickup which is usually in the airport

It spawns at helipads at the airport and Trevor's airfield if you are level 22-32 or something along those lines. So I would suggest finding a friend between those levels to have one spawn for you.

I'm also above level 60 and it seems that whilst your host they will not spawn only buzzards do have a friend who's lvl 20-40 host then go to Trevor's airfield, the middle pier or the airport and you may find one.

Heck yes it is! You should pick up your friend and drop him in the prison, there is no way out and he will have a 4 star wanted level
