This doesn't need bluestacks, but requires JB. If you're trying to hack games on iDevice. Jailbreak it. Otherwise you're missing out on lots of cool hacks..

Instructions: put file in var/mobile/applications/*simpsontappedoutfolder*/appname.app/
Make sure to sign permissions. If you don't know how then get the SignPerm app made by hackjack.

Yes, but you can't use IDA hacks without jailbreak. I suggest you use the bluestacks one if you're not jailbroken. You can find it in this forum.
