Here is two of the most possible places, the jail (criminal records place) I got mine there but have seen like 10 in Sandy Shores when I was looking for the Rat Loader (another rare car) just drive around Sandy Shore and look close the ammu-nation (gun shop) there is one close there, if there is not you can just drive 0.40ml away and come back so the vehicles respawn. hope you find it
