There is an option but it says "You are currently unable to give cash to other player."
Why?

I think they locked it for a while, so that they can fix bugs with the game. I think one reason is because I hacker gave 973 Million to a guy that was streaming.

It's currently down, Rockstar is fixing bugs/dupes with it.

Sometimes I can give sometimes I can not, there is a problem with that right now. Expect it to be fixed in the near coming patches.
