Settings
Race Type: Point to Point GTA
Class: Motorcycle
Time of Day: Current
Weather: Current
Traffic: Off
Wanted Levels: On
Custome Vehicles: On
Catchup: On
Split Times: Personal
Team GTA Race: Off
I'm level 117 and get 3000 RP if I do it alone it takes about 2 minutes to finish the race. I know that you get 5000 RP with Criminal Records in 1 minute but if want to play alone you can use this method.
Notice: I done it with 2 other player and the winner got only 2500 RP.
I will try different settings maybe I find a way to get more RP.
/Edit if u change Race Type to Point To Point you will get almost the same RP

If you are lv100+ you will get 3100 and in my opinion it's easy RP.
/Edit: Turn Wanted Levels: On and make Traffic: Off then you get 3100
Guys I know that isn't very effective but for people with my rank I find it quite good.

i did the race solo and finished and it only gave me 1000 rp.. ichanged all the settings to how you said, am i doing somting wrong

You can also try American Cycle. That race takes anywhere between 75-90 seconds and you get like 2k RP from that per race.
