set it to record in 720p on the settings

Could be multiple things.
What is your Up/Download speeds.

And also your El Gato settings.

Also computer hardware.

If you have your El Gato capturing at HQ it could be that you have an old processor that can't handle it.

I have an ElGato, I know what the problem is, The guys at ElGato helped me, You're graphics card is NOT good enough for the quality the software is producing causing your processing speed slow down causing your gameplay to be a bit jumpy or twitchy, Try and lower your gameplay quality in the Elgato Settings.
