So in the secret ending, Deathstroke is approached by some lady & says, "Either work for me or rot in prison". Who was that lady?

It is a Reference to the secret gov't group called "The Suicide Gang". Although Deathstroke was not in the Suicide Gang, he was mentioned that he was asked.
