I know how to mod i got a jtag havent used it in 6 months i only used it to mod mw3 and black ops 2 a bit with patches, I just dont do coding and anything around that sort of stuff

i know a couple people that been working on this for awhile and so far they said it just freezes trying to load

Just saying, they don't need a jtag to edit the game, you actually have to use openiv as if it was gta4

Don't know why your asking for him to dupe it if it he can get it, you won't be able to store because it's too expensive.
