And once again, it's more important to get a better quality image than a low response time. You shouldn't be able to notice the difference between a 2 ms panel and a 5-7 ms panel. Considering the fact that the monitor can only display 60 Hz, which equates to one refresh every 16.7 ms. 14 ms and higher are high response times. 5 and 7 are not.
TL;DR: It's better to have a budget IPS panel instead of a mediocre TN panel at the expense of a few milliseconds of response time that you will not notice.
