what is the best program to record pc games and just general pc screen

For recording games, use Fraps.

Recording screen you can use Camtasia 7.

Thee "best program" is fraps but it's heavy on the processor and the framerate.I'd recommend a more long term soloution like a avermedia capture card and external device taht's capable of recording your gameplay without putting immense pressure on your CPU+GPU and ram

I would recommend using fraps if you have a decent CPU.
If you do not have a decent CPU I would say dxtory, the bad thing about dxtory is file sizes are way bigger than fraps. If you want to just capture your desktop use Camtasia.

Quick tip, if your pc can't handle fullscreen recordings try decreasing resolution, i say use 1280x720 for 720P recordings. Maybe you already knew this but just trying to help! ;)
